Before
becoming part of France in 1860, the County of Nice was part of the
Sardinia-Piedmont Kingdom, belonging to the Counts of the House of Savoy.
The Bay of Villefranche welcomed foreign fleets navigating in the Mediterranean.
Russian presence in the region was already well established as the Russian
Empire maintained large fleets that sheltered frequently in bad weather,
or took on supplies in the bay - which had originally been used in the
18th century as a base for a large Sardinian fleet of galleys.
